Abstract

The article discusses the issue of electoral systems suitable for elections of different levels in Russian Federation. Classification of modern electoral systems is presented. Then these systems are estimated from the viewpoint of realization of citizens' electoral rights as secured by them. In conclusion, the problem of choosing this or that electoral system is considered, as it (the problem) reveals itself in the new wording of the 2002 "frame" electoral law of RF. The necessity is stressed, to overcome the legislators' nonchalant attitude towards the said problem, to codify the Federal electoral legislation.
