E-Government in Russia: current state and prospects

Abstract
The author analyzes complex environment, in which the shaping of electronic government takes part in Russia. Special attention is paid to different kinds of obstacles, like corruption, resistance to reforms from red tape officials, lack of financial support, etc. The author also focuses upon changes in official programs of electronic government. Some parallels with South Korea, Singapore, and Kazakhstan are made with a conclusion that Russia has definitely fallen behind.
