Municipal Public Policy: The Viability of its Institutions and Subjects (The Cases of Kostroma and Yaroslavl)

This article describes the findings of a study into the municipal public policy (MPP) of four municipal entities (ME) in the Kostroma and Yaroslavl regions. The focus of MPP is placed on the peculiarities of local proprerties oriented around social order, based on the balance of interests between major local community social groups and local authorities, cross-sector partnerships, and the principles of the coordination of interests for the common good of development on the territory. On this basis, the typological features of MPP are studied. It is shown that in Kostroma (an urban district) a centeredtype MPP has formed, albeit with a certain tendency to break. In Krasnoe-on-Volga (another urban settlement) an MPP with potential breakage has instead formed. Yaroslavl is characterized by its balanced MPP. In Rostov Veliky, the MPP’s properties stand out to a large extent due to their fragmentary nature. In general, there is a tendency that the less pronounced the level of socio-economic development of a municipality and the degree of its urbanization, the lower the quality of public interaction between the three sectors of the local community. Based on the index approach, the analysis of the features of institutions and mechanisms of MPP in four municipalities – according to the criterion of the viability of the necessary institutions – is presented. An indicator to show the completeness of the functional of actors and subjects of MPP is introduced, and the features of the subject activities at the municipal level are studied in four MEs. The nature of the existing MPPs in the analysed municipalities is characterized by state paternalism, which somewhat limits the possibilities of local self-government as an institutions of civil society.
