Abstract

Influence of elites on the character of the political regime under the conditions of transition of the world community into a global information society – this is the problem dealt with in the article. A new vertical of power in the making is retraced, changing methods and ways of governing shown – being adopted by ruling elites under the new historical conditions. As is especially stressed, the observed tendencies have a universal character.
