Abstract

In this second part of the article the author’s attention is concentrated on political consultants and technologists as subjects of political regulation. The problem is posed of scientific identification of this new segment of the political class of modern democracies. Their activity most seriously influencing the political system’s development, is not described by the existing political science categories. In Russia, because of its historical particularities, the role of political consultants and technologists, on the one hand, proved to be especially important, and, on the other, has almost no public elucidation. Meanwhile the dimensions of their involvement in the political process today to a great extent determines characteristics of the political regime of this or that country. In the author’s opinion, the said personages’ entry in nowadays politics and their accomplishment of meaningful administrative functions makes it allowable to speak of “regulable democracy” as of an especial variety of political regime, whose legitimacy is achieved by manipulating with public moods.
